I'm from ecuador I bought my savage 87 tree years ago and had the same problen, after almost one year I can replace the both starter cluchts gears (big & small), but two monts ago an ugly noise come out the engine, all tooth from starter motor were broken, I know a new starter could cost around $400 usd. and maybe a secon hand $200.
Is there any way to repair the tooth in the starter shaft?. the mechanics here didn't have many experience with this can of problen, at lest all I visited.
